You don't need 10 checkers in the zone for a blitz. For example, the position below is close to the take/drop borderline.

In any case, your position was not primarily a cube decision but a checker-play decision. You're outboarded and your opponent has the ace point made and so is eager to attack. So don't leave yourself vulnerable to being attacked. Your opponent's blitz might not succeed if you enter on the 20pt, but it will be more likely to succeed than if you enter on the 23pt. Are you familiar with Magriel's safe/bold criteria? The indicators for a bold play are not here, so if in doubt you should lean towards playing safe.
