Except for UVR, why not allocate the positive difference in MWC to the one with the lowest MWC giveaways, and the negative difference to opp? So you can end up with a negative overall score?

In that latter case I would play to maximize my match winning chances. In your scenario, I am not sure, truncating downsides has strange effects. For example, during a match I may be aware that I have been outplayed so far, in that case I may make 'bad' decisions with which I hope to prolong the match to recoup the accumulated MWC difference. In case it works I am happy, if it does not work I'll get my zero score in any case.
