I seriously doubt that 18/13 is close enough to force a drop since there's much continued shot potential.

I think that making the 4 pt is probably correct and then you have a very strong cube when missed by anything except 55. A cube then will gain considerable equity whereas a cube after 18/13 doesn't look to me to gain much and may be incorrect.
