Several organizations have working systems similar to the one used by Kent Goulding way back when, and on FIBS. Among the larger groups, I believe the USBGF, Norwegian and BIBA formulas are exactly the same as on FIBS. The Danish (not Dutch) formula differs in two ways: (1) there's no ramp-up for new players with experience less than 400 and (2) the match length, not the square root of the match length, is a formula variable. The first difference means less variance for players in their first year or two of play but a longer path to reaching one's "true" rating. The second difference means more rating points at stake for any given match length. The second difference partially counteracts the first (increasing variance but shortening the path to true), since many Danish players gain experience by playing many 17 point matches every year.

A world-wide combined ratings list would be nice, I think, but there are considerations of logistics, responsibility and cost, and the fact that the vast majority of players compete only interorganizationally doesn't argue for any great gain in amalgamating the various regional lists.
