Why should my opponent be allowed to waste my energy shuffling checkers around? Hey, firgure this stuff in your head and move. I don't want to spend my time policing you.

Me neither. But I'll put up with some energy-wasting checker shuffling because the rules allow it. However, the rules also require that moves be made clearly and with one hand. If an opponent's shuffling seems unduly burdensome, it's probably because he's not doing it clearly and with one hand only. If that's the case, and it bothers you, call a director.
