In Response To: Simple and clear touch move rule (Tom Keith)

Tom's point re. adjusting checkers is well-taken. So, here it goes:

Rule 99:

1. If a player wishes to adjust the position of a checker but not move or hit it, the player signals his intention by saying "adjusting" or "[the French equivalent]".

2. Other than when ajusting a checker, if a player touches a checker that can be legally moved or hit, he must move or hit it.
