13/7 goes against the Magriel safe-vs-bold criteria. However, look at the alternatives: we either bring our back checker into attack range (and with the anchor, attacking DOES fit s-v-b for White) or we strip our 8-point to slop a loose checker deep into our homeboard. In many ways 13/7 IS the safest play, because opp won't be thrilled to give up his anchor (which he could have delayed by making his 4-point instead) to hit and leave himself vulnerable on our side.
