wrong webinar restriction USBGF

How does one know wether a person did not want to attend the seminar,one who could not because of other plans, one who forgot about it? The seminar as I said should be first come first served. Mr Koca, would you like it if you were restricted from an event because other people had not seen it even though you had signed up first? Any event that I know of has always been first come first served. Please tell me what event has been restricted from people who signed up first and putting people first in line for those who have not seen event before.
