Nomenclature: Please, no "touch move"

"I also favor a rule which states that if there is a question between the players as to what was the original position, UNLESS THERE IS GOOD REASON TO RULE OTHERWISE, any ruling should go against the player who moved the checkers.

Won't this leave it wide open for an unscrupulous player to claim the checkers were replaced in the 'wrong' position in order to gain an advantage? As a TD I want an easy life - not one fraught with "yes he did" - "no I didn't" decisions. ;-)
