Maybe UBK thinks Charlie and Nellie should be awarded equal points in every single match; this is a defensible position, and it underlies the preference that many people have for measuring errors using an EMG-based score like ER or PR.
I recently came up with a very similar example with a slightly different Choking Charlie. My Charlie never scores less, but often more, than Nellie in an EMG-based measure, although, as in your example, they win equally many matches in the long run. I don't see how the position of an EMG advocate would be defensible in that case. Maybe the case is too contrived for some/most people's taste, though.
