In general I don't know much about people I am supposed to be playing, no problem. I don't think I have ever refused to play someone, and don't know anyone playing the games I care about that I would refuse to play.

If there is someone who I would not play because of some reason, I'd forfeit the match, withdraw from the tournament, whatever, but would only give a reason in exceptional cases, if I'd believe for some reason that giving the reason is important.
