My Apologies 75mins = 90 mins

It was an error, 75mins should have been 90. The same still hold true except for the fact that the match lasted 2 hours 25 mins.
As for how to"call the match"or what the procedure ws for that event is exactly why I asked what the POLICY was for matches that exceeded the allotted time limit.
There is a 90 min allotted time. Why did no staff go the the table at around the 90min mark to determine why the match was now past the allotted time?
Had someone gone to the table just to enforce maximum allotted time, the issue would have been found much sooner and the event would likely not have been delayed.
As for Adjudicating a match and declaring a winner. If you exceed the allotted time as set by the organizers and the staff comes by then that is the penalty. If the clock settings allow for matches to easily exceed the allotted time then maybe the clock settings or the maximum allocated time are the issue.
Lets me take this scenario. Two players are paired for round 1. They both mutually agree to take an 85 minute smoke break. They set up the match upon their return. Let us say they are playing WITH clocks. Do you make them play the entire match out even though it just started? Likely you would come up with some compromise and determine the winner some other way. If the players don't like that then they shouldn't have been smoking for 85 mins and THAT IS THE PENALTY for them.
In this case staff should have approached their match at around 90mins and used whatever policy they have in place for dealing with a match that exceeded the allotted time (I don't care what it is). If no such policy exists, that's a serious loophole that the TD made.If your going to set a time limit, enforce it, and make sure you have a policy (that should be made known to the players) as to what happens when time is exceeded.
