The allotted 1.5hour guideline

I'll answer this separately. I consider this 1.5 hour guideline a target time. This time could be fluid or fixed depending on circumstance. As a TD I have set this time as a guideline for a reason.And liekly that reason is to make suremy tournament has a good chance of finishingon time.

In this case it is clear TIME was a factor. That extra 45 mins (Plus probably all the time to decide what todo) made a dent in their schedule or they wouldn't have cared about finding ways to speed up the event (as suggested in the first post in this thread).

If this was my event, and I had a target time of 90 mins as a guideline I would have instructed my staff to go to the tables that reached the guideline to determine their current state. Maybe I fouled up setting the guideline time and there are people who followed all the rules and exceeded the time. That's my fault as TD, and if there is no reason to believe the players didn't follow the rules then the match should proceed.

If my staff goes to the table at the guideline time to find out what is up, and they determine that the match was being prolonged by rule infractions (maybe they were taking breaks that were too long,maybe they didn't use a clock etc). In these cases where it was determined a rule violation was causing the guideline time to be exceeded then I wouldn't have any reservation in calling a match as it is at the time I go to the table. If my staff goes to the table,saw no clock being used, they would stop the match, if need be - toss the position in a bot (or whatever the policy is) and end it there. The penalty to the players for the rule infraction that lead to the guideline time being exceeded is the penalty for that error. Such a decision penalizes their stupidity, and I make sure the tournament can proceed.

In F1 racing there is a scheduled limit of 2 hours (Often set by broadcast times, and maintain safety for daylight races that may end near dusk). Depending on the circumstances, the 2 hour time is enforced and the lap the time exceeded becomes the final lap, and sometimes it can be unfair. Sometimes though if it is safe to do so and you stewards want to maintain the integrity of the race, the 2 hour time frame can be extended. It all depends.

In the case of violating the rules and delaying a tournament, I see no issue in rendering a judgement that may not be liked by the players. But that is the penalty for not adhering to rules,especially that are clearly posted in the event meetup information (Mandatory clock).
