I think the problem with doing that is it not only punishes the offenders it rewards their specific opponents unfairly. This is reasonable when a player is late for a match and inconveniences a specific opponent. In this case, all of the other participants were inconvenienced and they should all share in any rewards that are given because of it. While a double forfeit may be extreme, it does send a message and it does reward all of those that were inconvenienced equally.
