I agree with some other posters that the TD has to take some responsibility for the delay in the schedule. But on the question of what to do once this excessive use of time has been discovered, no one has suggested the solution I find most obvious. Assuming the clocks can be set asymmetrically, make the offending players play with less time in the next rounds, until their matches are back on schedule. If 12sec/2min is the standard time settings, set their clocks to, say, 9sec/1.5min (but 12/2 for their opponents of course). One could argue that this also gives an unfair advantage to their opponents, but I think it's less severe than giving point penalties. Moreover, it addresses the real issue: delaying the tournament will force you to play quicker.
