If there's one thing any TD will tell you it's that making something dead obvious to even a zombie will not assure the players will take note or follow it like they should. You could have banners posted throughout the playing room that say what time to be back from dinner, posters on every wall, a jingle playing over the sound system with the chorus "be back at eight and you won't be late!" and you'd still have 20 people ask you when leaving the room what time they need to be back from dinner. It's true, a few of them will be double checking to cover their own ass which isn't a bad idea but the majority of them will be clueless. So while you did what you had to do announcing the clocks mandatory rule in the emails, in the pre tournament announcements, and shoving clocks right under their noses I still have to blame the staff even though it is the players' fault.

In this event especially if you have 26 players and thus 13 first round matches you should have had 13 clocks out on the table and when play was supposed to have started if there were any clocks still on your table it's obvious someone is being a donkey. No need to wander around the room and hunt down everyone who is playing in the event. It's right there in front of you. If possible I'd have a sign stating those clocks are 'for X event only' and someone monitoring who picks them up.

At your regular clocks mandatory tournament I prefer tables to be assigned with the clocks already set and waiting for players to arrive. Not a lot of tournaments do it this way but to me it avoids a lot of hassle.

In this specific example I don't think you can punish the players. The staff is to blame more than anyone and it doesn't sound like you had thought about the scenario beforehand or set up any form of punishment should that happen. Penalty points as mentioned for the next round match is no good in my opinion as it doesn't reward the entire field for their mistake. DQ'ing both of them is way too harsh and suffers the same drawback of only rewarding one player in the field. Making them play on a faster time setting in an effort to recoup the time lost seems like a joke.
