The allotted 1.5hour guideline

Declaring a match over is a penalty only as to one of the players who has broken the rules. It is a reward for the other one. This is why I prefer penalty points as a remedy.

If you showed up late to your Round 2 match because you overslept, we would have no reservations about awarding a penalty point to your opponent, even though it gives him a windfall he did not earn. If the reason you are late for the start of Round 2 is that you broke the rules and delayed the tournament, I see no reason we should suddenly shy away from penalty points. Your opponent was ready to start and you weren't.
