A double forfeit does not mean they both have to get thrown out of the tournament. In a Swiss format, it simply means they both lose the match.

I think penalty points fit the crime more fairly than a forfeit loss, but if you're concerned about spreading the benefit over the entire field then the latter seems like a good option.
