I agree with Tom. Although you could make a case that the player who owns the clock and knows how to set it up deserves extra responsibility, certainly Jason should not be at a disadvantage simply because it was his side of the clock that happened to have the problem. It is not as though the rules say "you check the clock settings on your side, and I'll check mine."
