We agree as I strongly dislike the penalty pt idea for your reasons.

I'm in favor of a double forfeit here since it is clear that both players knew the event was clock mandatory. If double forfeiting I'd offer both players a chance to withdraw from the event and get their money back and if the do, return any money bet on them.

However, again, I wonder what the staff was doing while this match ran overtime. With a 1.5 hour guideline, they should be checking any unfinished matches after 1.25 hours if not sooner, regardless of clocks.
