This sounds like a reasonable solution. It addresses Justin's two goals (reparation and deterrent). And it targets a clock infraction with a clock penalty, which seems appropriate. However, I would reduce only the reserve time of the two offending players, and only for one round.

Double-forfeit is too extreme, esp since we are still in a transition period for clock adoption and clocks-mandatory tournaments are quite rare.

One could argue that this also gives an unfair advantage to their opponents ...

Oh no! Luck in backgammon. Perish the thought. :-)
