Nooo..I think it unfair to the other players in the event since those that play one of those two yahoos are favorites if they start from a 1-0 lead.

Harsh..noooo..I'd honestly double forfeit them and offer them the option to withdraw from the event and get a 100% refund of fees etc.

It is and was made extremely clear in the Vietor Cup that it is clock mandatory and run on a tight schedule.

However, with this being a friendly event and the staff apparently asleep, one really can't forfeit players for this so...

I'd stop their match so as not to further delay the event and make pairings for rd 2 anyhow. Then these two laggards can finish using a clock when time permits and if this cuts into dinner break..too bad for them.
