A slightly different scenario

In Response To: Vietor Cup update... (Justin N.)

Two yahoos violate the rules in Round 1 (but do not do so in the rest of the event). They finished in a timely fashion in Round 1 (and no staff noticed). During the last round of the event one of them tells the host "oh by the way we didn't use a clock in round 1".

Question, do you penalize them? If so how? If not, why?
