At the end of the day, are people being penalized for an infraction because they knowingly violated the rules (Whether it impacted the event or not) or are they being penalized because the event is running longer than it should. If it is just the latter, then are they truly responsible for going way past the guideline time or is it the staff?
The idea of this scenario was to get responses like Neil.The curiosity for me is whether the rule violation that had no impact is something worth looking at by a TD. I'm trying to find out whether people believe that the offense of not playing with a clock by itself is reason to penalize players. If it isn't then one has to decide who is actually responsible for the round taking too long.
I venture to guess that whatever discussion the TD and Staff (Justin,Patrick,other staff & interested observers) the question probably came up as to whether the players are the only ones responsible for the round going too long.
