Vietor Cup update...

I have either played in one or no swiss-style events. I assumed all first round matches must be completed before proceeding. Are the 2nd round matches randomly drawn from players with like records? If so, I suppose you could always do the draw in advance with the winner of the delayed match playing winner x and the loser of the delayed match playing loser z.

If the 2nd-round opponents are randomly drawn, I think awarding penalty points to the two players that were required to wait would be reasonable, since everyone in the field would have been given an equal chance to have been drawn to play one of the players being penalized.

If that was the case, how did the match go on so long after the scheduled time? Did both of the waiting players fail to mention to the director that their 2nd-round opponents were not using a clock in the first-round?
