Vietor Cup update...

It really all depends on the event and the variation of Swiss being used, and I can't speak to the Vietor cup. I've maintained Swiss events (not in Backgammon though). There are a lot of variations, but if you have have teams/players that are NOT pre-ranked with ratings(or some other mechanism) then round 1 is usually drawn randomly. Round 2, all the players with same record (people who won or who lost) are all grouped together. Without ratings those players can be assigned as they come in. Winners against winners, losers against losers in round 2. Subsequent rounds players with the same or a similar record can be paired together as long as you make sure that no player plays someone twice (Which can happen in round 3+).

If players are pre-ranked, and their ranking is used to determine how to set pairings for groups of players with equal or similar records in subsequent rounds then you may have to wait for a previous round to finish before starting the next.

My guess has been all along (for this Vietor cup) that since no one discovered the slow players for so long - it is probably a reasonable assumption that round 2 was in progress while round 1 was still playing, and that the event was not using rankings(ratings) for like record pairings. Probably wasn't until the latter tables of round 1 finished that someone ended up watching the slow match only to discover to everyone's amazement that there was no clock.
