I believe some Swiss tournaments draw the first 2 or 3 rounds randomly, in order to make the first day go faster, and don't bother worrying about pairing like records until after that. I was a little surprised the first time I saw this, but when you think about it it's not really that big a deal (at least in backgammon). I had assumed the Vietor Cup was using this method since it's about the only way for Round 2 to start without the directors realizing "hey, that Round 1 match is still going on."

When I used to run chess tournaments, there would often be a game or two still going on when it came time to do the pairings. There are several ways to handle this. At a minimum, you can pair the other score groups so that those people can get started. You can assume a win for one of the players (maybe based on higher rating, maybe based on the position on the board) and do the pairings on that basis; if the other player ends up winning the names just switch place on the drawsheet, or in the worst-case scenario you just have a couple people playing outside their score group. Or you can simply adjourn the match and score it however you like for pairing purposes, although adjournments are pretty rare in one- or two-day events.

My general view is that at least in the early rounds, it is better to keep the tournament moving forward than to worry about achieving mathematical perfection in the pairing of people within score groups.
