Penalize the TD?

I don't think this was a bad idea. However, did anyone consider applying a penalty to the TD who was playing? If you penalize the players for the clock infraction, and the TD was culpable would it also make sense to penalize the TD? IMO, Had the TD not been playing this may not have occurred. I would argue that this did in part occur because the TD *WAS* playing.

The act of playing may have caused this situation to go unnoticed. If the TD were culpable in delaying the event because of inaction, I think one would have to make a ruling that didn't show favoritism towards the TD.

Of course this wouldn't be an issue (penalizing a TD) if the TD was not playing.
