Penalize the TD?

I have been a TD (sporting events, not backgammon) and I do accept the responsibility of the event and the staff under me. Why didn't the TD tell the staff something that from my perspective was painfully obvious? If staff isn't given information, I'm not going to blame the staff. That falls to the TD to do. Adequate training is responsibility of the TD.

If the staff were not prepared or trained then I don't think a TD should have played at all.
