In the face of the fact that this was my clocks-mandatory live-tournament directorial debut, I refuse NOT to take away lessons for improvement.

In hindsight, I believe the TD team was culpable to a degree, and should absorb SOME of the responsibility (not the lion’s share) for not having taken measures to discover any un-clocked matches sooner. I am just at a loss as to how to equitably penalize the TD and staff. Perhaps Neil's suggestion comes closest.

I have learned some valuable lessons from this scenario, which I have noted, along with actions that should be implemented in the future. I certainly hope other TDs take these under consideration as well. First, the obvious, is to ensure that someone from the TD team actually physically walks the room in the first few minutes after the draw is announced, no matter the size of the event or how well publicized the clock policy or how many clocks are remaining on the director’s table, in order to all but completely eliminate any TD responsibility for un-clocked matches causing real delays. Second, a range of consequences for refusing/forgetting to use clocks (thanks to all of you) will definitely be published AND announced along with the clock policy.

If I had it to do over again, I would most likely change only one aspect of the ruling, which would be to pair the two 2nd round opponents of the forfeited players, regardless of record differences, and move forward in a timely manner. I don't think there is anything that can be done to fulfill the goal of ensuring that the rest of the field (including the opponents of Players A and B) is affected 100% equally.
