If that's the entire "negotiation" I have more than enough information to the effect that A was trying to freeroll B.
To me it seems saying "the winner gets $1500 dollars" when the seat is worth exactly that and then assuming that the other player actually knows the prize structure of the tournament he signed up for is pretty reasonable imo.
What was player B's thoughts here? He knew they were playing for a seat to another tournament I hope. Did he think that the winner got $1500 + a seat or did he think he could swap the seat for cash?
Without more specifics I really feel like B is most at fault here.
