I'd anchor here too. A 23pt-anchor holding game has a lot more potential than a 24pt-anchor holding game.

Would 90% of players really play bar/24 6/4? With White having an advanced anchor, and no board but a budding prime, my automatic reaction is, "Get off the 24pt!!"
