In Response To: clock ruling/setting hypothetical (Chuck Bower)

Asking whether it is "fair" makes the question more difficult and controversial than it needs to be. I'd rephrase the question as, which of the following two options would you vote for?

1. Give the player with the disability extra delay time.

2. Give all players extra delay time.

I'd vote for #2.
