I actually find this to be a pretty difficult question, although my instinctive response is that it is better to give both players the same amount of delay time.
Here is a hypothetical that may help to illustrate why I am less than confident in my instinctive response. Say one player has an unavoidable physical disability that always causes him to waste exactly 10 seconds per dice roll, no more, no less. Is there much doubt that giving that player 10 seconds of delay more than his opponent results in a level playing field? In my view, you can make arguments to the contrary, but they aren't very persuasive.
I think the reason why I instinctively favor giving both players extra time is that the impact of a real-world disability isn't quite so measurable. We don't want to be so generous in accommodating someone's handicap that we actually give them an advantage over the rest of the field. Of course, if we add enough delay time maybe we shouldn't even bother clocking the match at all...
