Do you mean some sort of Parkinsonian disability in which the player is effectively unconscious and frozen for 10 seconds? Then I think you have a point. However, I didn't think that this was what Chuck had in mind. Even if the player had no motor control for 10 seconds but was able to view the board and think about it for those 10 seconds, that makes a huge difference.
I remember that Bobby Fischer was once playing an important chess game when there was a blackout and the players could not even see the board in front of their face. Fischer's opponent insisted that Fischer's clock not be stopped because Fischer was still thinking about the position. Some people were startled by this suggestion, but Fischer himself agreed.
