Well articulated, Tom. Before reading your post, I'd already decided that's pretty much how I would have arbitrated it.
I agree that A and B bidding for the price of the seat (and settling the hedge bet pro rata) is the cleanest solution, assuming the tournament committee allows a change of player. If it does not, then the best remaining option would seem to be percentage of eventual prize (minus travel expenses presented by receipt to arbiter, and regardless of future hedge).
It does not seem to me that A took a shot. Even if he did, it was a pretty silly one to try. What if A had won -- does he pay out the cash amount he proposed, thereby taking the worst of it on both ends, or does he try to argue not paying on the grounds that he himself provided the wrong information?
As it stands, if B gets away with paying little or nothing (I'm astounded anyone would think that's fair), not only it will give an undeservedly bad reputation to hedging, but worse it may tempt some others to fail to correct basic information, see what happens and then negotiate down or renege altogether on the acceptance of offers made in good faith.
