In the NFL it goes over to the spot of the kick. In college it goes over to the line of scrimmage. This rule was changed way back in the NFL when they decided too many field goals were being kicked.

I think the field goal is the 3rd choice, and punting from the 33 seems weak at best (gain ~20 yards as a best case?) Go for it and try to end the game never giving the opponent another possession.
