The custom in a chouette is that your (checker-play) turn is not over until you pick up your dice, and that your opponent should not roll until your turn is over.
If your opponent rolls before you pick up your dice, this is called "fast rolling." What Daniel is talking about is intentional fast rolling as a psychological technique to pressure you into finalizing your checker decision before you've taken all the time you would otherwise have taken to think about it.
