If players are paying 5000$ to enter the tournament (500 of which is reg), then it takes 23 players to boost the prize pool to 100K.

The fact that the prize pool of 100K is guaranteed is only relevant when fewer than 23 players show up. The guaranteee is intended to cover these cases.

However, as it turned out the organizer did not guarantee the prize pool. If I had chosen to spend holidays, time and money to travel to the venue, I would be very disappointed to see the tournament cancelled and the prize pool not guaranteed.

Considering that this tournament is way more expensive to enter than any other tournament around, I can understand why the organizer felt it would be necessary to guarantee a minimum prize pool in the invitation. How many would have spent the time and money to go to the venue without this guaranteed prize pool? Very few is my guess.
