As I understand the situation, Chiva was contracted to direct/promote the event.

The responsible party, who one would hope is a substantial organization, can easily satisfy demonstration of the allotted/guaranteed funds without actually letting the cash sit in some escrow account -- an irrevocable letter of credit, a draw on a line of credit, or various other financial instruments could accomplish this.
