This depends on what "tough decision" means. In one sense, all take/pass decisions at this score are "tough" because they're quite different from money decisions and you either have to do some match-equity calculations or have spent years developing your intuition for this particular score. The take/pass decision being tough in this sense doesn't suggest that a double is in order. If on the other hand by "tough" you mean that you have good reason to believe that the take/pass decision is close, or that your opponent has a good chance of making a bigger error than you might be making by doubling, then that would be a practical incentive to double.
I think that this is an important distinction to make if Woolsey's rule is to be of any use. Suppose the reason I'm not sure that something is a take is because I'm totally clueless. I mean totally clueless in that I've just learned the rules for backgammon and am playing my first game ever. It is a gross misapplication of Woolsey's rule to conclude that since I'm not sure it's a take, it must be a double. I'd just end up doubling on my first legal opportunity, because I don't know any better.
I interpreted David's remark to mean nothing more than that this is a tricky score.
