I'd advance the anchor with 22, 23 and 34, make the 16 point with 36, and not be sure about hitting with 13 and 14.

Can I ask a bot? Ok, of the 23 numbers that could hit, the bot says no hit with 13, 22, 23, 34, 36, leaving 14 numbers that it would hit with.

All the anchoring numbers are (presumably) common responses to any hit. So a better count is to add the number of anchoring rolls to the number of (non-anchoring) hitting rolls. That (duplication) alone evens the playing field quite a bit.
