Tipping etiquette...

Picking up from here, I find the concept of 'expecting a tip' weird. If there is an obligation to tip, then it is just a service charge that should be clearly stated. Tipping is what you do if you receive services that are much better than expected.
I know the US system is different from continental Europe, so when in the US I tip in restaurants etc. The problem is that it appears that American waiters and waitresses kind of expect a European to 'stiff' them, so often we get bad service in the US, I suppose for that reason. The result is that I tip significantly more when in the US, while getting significantly worse services than in Europe (or Asia).
To my taste, service performance in the US is often too mercenary focused on the expected tips, with too little pride in the job.
