There has always been a concern that the 'integrity' of sports will be compromised by unscrupulous gamblers paying players/refs to modify the outcomes. Apparently it's harder to fix lotteries....

Of course lobbying plays a huge roll. NCAA, NFL, MLB, NBA, etc. are lobbying on one side. Not sure about what big casinos want but for sure they're in the loop (err, beltway :).
