Tiered fees?

In Response To: What Should a Playing Site In the U.S. Offer? (Perry Gartner)

Everyone uses a backgammon play-site with different frequency. For example, I'm on the low frequency end of the spectrum. In 2011 I only played online for David Escoffery's two Open tournaments (at FIBS), the US qualifier playoffs for the International Champs, and the International Champs playoffs (latter two on GridGammon).

I don't know how much trouble it would be, but wonder if some kind of two-tiered membership for online play would lead some to join who otherwise would not. (I'd join either way, but everyone knows I'm typically far from the norm. :)
