My gut instinct is to clear the highest point. However, counting shots, that means 24 rolls leave a shot next turn {every roll that doesn't contain a 1 or 2; 61, 51, 41, 32}.

Creating a gap by clearing the 3-point means we get to play safe next time with {rolls that contain two odd numbers; even doublets; 61, 63, 65, 42} -- 20 safe rolls meaning 16 rolls leave a blot.

Clearing the highest point probably leads to fewer shots after next turn, but a difference of 8 shots next turn would be hard to make up for down the road.
