I would readily defer to the experts, but it seems that if the zone is defined as checkers within range of the highest open point, as a measure for the chances of a successful blitz or of closing that point, then it should not include checkers that can no longer help in the process, such as extras on points beyond the lowest open point.

There may even be a stretched argument for not including any checkers at all beyond the lowest open point, since although the first two on a point constitute an asset towards closing the board they are effectively dead in respect of higher open points. It shouldn't need to be mentioned but may save some bandwidth, that checkers on higher made points shouldn't be included since these are still active and may be used to make lower points by switching, or even by breaking those points.

The downside is that this could turn the zone 'concept' from little more than a sraightforward visual count into a potentially complex formula that adjusts for dead checkers or wastage on lower points, much like the Thorpe and other pip counts.
