When I say technically best I mean assuming perfect play or as close as we have to it which is bot v. bot. An example might be an opening 64 where technically best could be making the two point however v. a general weaker opponent there is no question that splitting with the 64 is correct. Along the same lines if it's the weaker player who won the opening roll with 64 then running would likely be right.
