UTG or under the gun is first to act. The cutoff is one off the button, considered the 2nd best place for position (the button obviously being the first) because you get to see everyone's action before you act.

Under the gun is probably because you're 'under the gun' lol Acting first is a terrible position to be in so the heat is on you. That's just a guess as I've never really thought about why they're called what they're called. As for the cutoff, no idea offhand. I'll figure it out later when I wake up.
