The player who must act first in a round of betting is "under the gun" (UTG). Preflop in Hold-em and Omaha, the UTG seat is the one to the left of the big blind. Where the phrase originated I don't know, but what makes sense to me is that as the first who must volunteer to put money in the pot or fold, the player under the gun is "under the gun(s)" of all the players who have yet to act.
The cut-off is the seat to the right of the button. It's a strong seat -- second best -- because only the best-seated button (and the blinds) remain to act. So it's a good seat from which to enter raising, hoping to steal the blinds (if they fold) or to "buy the button" (if the button folds). Here, what makes sense to me (and right or not is surely memorable) is that what the cut-off is cutting off (with a raise) is the button's button!
